The best deal I've seen on Adobe PhotoShop 6.0 is at DealSoftware.com. They're selling it for $589. If you are a student, you can get the "educational" version at a discounted rate. As far as I can tell, only the price is different on the educational version. If someone knows otherwise, let me know.
Alchemy Mindworks GIF Construction Set Professional - This is the program I used to use before PhotoShop added optimizing features. A bonus here is that you can create and optimize animated GIFs, too.
GIF Works is a FREE online tool for optimizing GIFs online.
